Alright, Could Somebody Tell Me What Is The Meaning Of The Word “overt” In The Phrase “overt Personal Actions”

I’m doing a homework for a Human Resources Supervision class, and in the chapter that talks about ethics in the organization it talks about 3 categories that the ethic behaivior can be categorized. The first one is Loyaltie, the second is Human Relations, and the third is Overt Personal Actions. I understand all that it’s trying to said except the word Overt.

    overt means open. Therefore, one must suppose that the context is such that the employee would be open and honest as to their faults and how they’d rectify them within the supervision process.

    Overt personal actions might mean working in a soup kitchen, for instance.
    The opposite of overt would be covert.
    Covert means hidden and secretly.
    For instance, a spy working in the CIA might be engaged in covert espionage activities.
