The main role of a Human Resource Manager in an EEO affirmative action, is being the AGENT OF CHANGE THROUGH EMPLOYEE EDUCATION.

Depends on the size of the company and/or HR dept.
Regarding EOE, OFCCP, AA, OSHA, etc., HR usually tracks and manages the metrics, and files/stores the reports. Part of the management responsibility is ensuring the workforce is compliant via recruiting efforts/sources. Yes, implementing training (to management and/or staff/workforce) is part of the deal, i.e. discrimination, harrassment, safety, etc.
IMHO – follow through with law school.
