My suggestion, transition to become an assistant in the HR department- possibly become and HR clerk. HR Clerks are not really required to have an degree, just a High school diploma.
In HR you need to start from the bottom because there is a lot to learn. I am an HR consultant and I am constantly learning the new employee laws.
If you want to have a certification I would suggest going to http://www.SHRM.com and look into the Professional in Human Resources (PHR) Certification. You must be working 2 years in an exempt status or finish a degree and register as a student.
