HR is critical in this area. I won’t give you the answer, but can help you formulate it.
It’s critical for HR to understand the future goals of the organization. That way they can help to hire and train people that will help the organization move in the right direction.
A good example would be an oil company that wanted to move into alternative fuels. They would hire and train people that can help them with research and development, market and other areas so the business could transition towards alternative fuels.

HR management should not just support the strategic goals of the company but should be in the forefront of developing them.
HR management, encompassing staffing, compensation, education, training, benefits, work force morale, plays a critical role as company’s core competencies change, as they look to expand into new geographical locales, as they plan to downsize, as they seek to become company that is sought after by the best and the brightest, as they look to keep pace with changing technology, social mores, cultural shifts.
HR managers definitely not only need to be taking care of business today but constantly planning for what they need to do to make the company and its employees successful in both the near and long term futures.

It’s pretty straight forward, and it spreads beyond HR — everything starts with strategic planning. From there the departments support the strategy. Even if you’ve built widgets for a 100 years. One day the strategy may change because the real money is in sprockets, so all the groups need to adjust to follow the big picture strategy.
