As the Human Resource leader, your responsibilities range from directing the daily operations of the Human Resources Department, administrate HR policies, budgeting and supervise HR staff. You can absolutely take legal action. In fact, they cannot legally cut your salary in the manner you just described. Contact your State Department of Labor and then contact an employment lawyer (do not retain an attorney who charges a fee for the initial consultation and/or thereafter charges per the hour for his/her services.) Retain an attorney where it is a flat fee for services or they receive payment at the end of the case.
Your situation is governed by both Federal and your state’s laws. From the info you have provided it does look like you have sufficient cause of action to file a complaint at least with the Department of Labor. However, don’t try to play Perry Mason, find a local attorney who practices employment law to help you.
The action you can take is to find a new job ASAP! Why would you want to continue working for such a dishonest company?
