I’m thinking of doing the HR Management course in my local area, but all 4 universities are ranked less than 70 in the Guardian uni rank list. Would my future employer sneer upon my choice of uni or be most interested in my degree?

The degree and how enthusiastic you are about the field counts far more than the school. I turn away dullards from top schools all the time in favor of hungry and enthuastic people from low status schools.
The person and their degree is all. The school means little. Anyone who really want to ban get a great education from a low status school. They just have to want it bad enough.
In my experience it is the level of your qualification that counts and not where you got it from (with the exception of perhaps Oxford or Cambridge). Most employers want you to have a 2:1 or a first class honours degree provided you get that it doesn’t matter which uni you attend.
