Yes, but you may need to get a masters in order to really get into the field. You could start off in a very junior position if there are job openings hard to fill in your geographic area. Sometimes HR consultants will hire BA psych majors if you have statistics and assessment coursework. Then later a company would hire you.

    You don’t need Psychology to work in HR, but it can give you great insight when working in the career. You probably want to specialize in occupational/organizational psychology as that is most closely relate to HR.
    Psychology is an all round practical degree, especially if you understand and get the methodology and statistical part of it
