She needs to get associated with a local H.R. group (SHRM or something like that) to see what the wages and salary levels are for where you live. Moving to a larger city may or may not help her. 
Remember with every step up the career ladder means more demands on her time, more responsibilities and accountability. Some times in working for a larger company with multiple locations travel may be required and that can affect a family. Working for a mid-size company (500 employees or so) with one location is not such a bad thing to consider.</description>
