What Should I Do Leave The Job Or Accept Only Pay Raise?

I am working in a chemical plant for 6 years and they are not upgrading me all other colleagues are promoted but i am not because i dont go to directors directly I just asked every thing to my HR manager I have now resigned and they are asking to raise salary should i accept the raise in salary without improvement in designation?

Once resigned do not accept the counter-offer as you will not be cherish as a loyal employee thereafter
