Who Should Give The Firing Decision To A Regular Worker From A Company With 1000+ Employees?

The team boss traditionally fires.
That would really depend on that company’s “chain of command” and how much authority different “bosses” have..
If I had to choose from your choices, I’d say the General manager would mak the final decision.
Certainly the HR director would know if company policy had been violated to a point to warrant termination, and the team boss could and should have vital input as to whether or not one of their employees should be fired based upon that person’s work ethic an productivity.
Bottom line, however I think would be the General Manager’s call.
